  5.     When President F.W. De Klerk lifted emergency rule last
  6. June, he left the security regulations intact in the province
  7. of Natal, where fighting between the followers of the Zulu
  8. political movement Inkatha and the African National Congress
  9. has claimed 4,000 lives since 1986. Last week De Klerk freed
  10. Natal from the restrictions, thus removing a major obstacle to
  11. negotiations with the A.N.C. over a new constitution. Though
  12. violence still flares occasionally in Natal, the province has
  13. grown calmer since De Klerk dispatched additional troops there
  14. in April.

  16.     Meanwhile, De Klerk is not likely to attain full compliance
  17. with last week's repeal of the Separate Amenities Act, the
  18. 37-year-old law that segregated public facilities such as
  19. beaches, swimming pools, parks and libraries. Towns controlled
  20. by the right-wing Conservative Party are ready to keep blacks
  21. out of their public places under "undesirable visitors" laws.
  22. Others will charge blacks up to $200 for library membership and
  23. allow entrance to swimming pools only to white season-ticket
  24. holders.
